This property is read-only. Every HTTP/3 request travels on its own client-initiated bidirectional QUIC stream (RFC 9114 Section 4), and this reports the ID the next request will use.
The value is primarily a diagnostic and tracing aid, letting you correlate a request with the stream IDs seen in a packet capture or a server log.
In the .NET implementation the counter is incremented per request for parity, but it is inert under the managed engine and does not drive stream allocation.
