Attivato da Active := True (direttamente o tramite Start) dopo che il socket del listener QUIC è stato associato alla Port (UDP) configurata e il motore QUIC di OpenSSL è pronto ad accettare connessioni HTTP/3. Utilizzare l'evento per registrare che il server è attivo, aggiornare un indicatore di stato nell'interfaccia utente o avviare qualsiasi attività che dipenda dalla disponibilità del listener.
