sgcIdSSLOpenSSLHeaders_static initialization does not compile

The initialization section in sgcIdSSLOpenSSLHeaders_static.pas does not compile if SGC_OPENSSL_API_x is defined since OPENSSL_API_VERSION is const (in sgcIdSSLOpenSSLHeaders.pas).
