Yes. Every sgcMaps license includes the full source code of every unit of the product, for the Delphi and for the .NET license.
No. The applications you build with sgcMaps can be redistributed as binaries royalty free. Tile and service providers keep their own terms and keys, which are separate from the sgcMaps license.
The offline pack: the tile downloader, MBTiles tile sources, the offline router and the offline geocoder, plus the esegece.sgcMaps.Offline package for .NET, and use by organizations above the Community limits.
Buy sgcMaps alone when a map is all you need. sgcUI Enterprise includes sgcMaps together with the grid, charts, dashboard, gauges, planner, reports and the other sgcUI products.
